			<content:encoded><![CDATA[<p>The editorial boards of the Bay Area News Group <a href="http://www.contracostatimes.com/opinion/ci_20499342/contra-costa-times-editorial-recommendations-three-important-assembly" title="Joel Young endorsed by Oakland Tribune" target="_blank"><strong>have endorsed Joel Young for Assembly District 18</strong></a>.</p>
<p>&#8220;[Joel] Young, an attorney, demonstrated the greatest understanding of the complexities of the state budget and the challenges of key policy issues, including, most notably, public employee pension funding.  He was the only candidate expressing strong concern for finding ways to help boys of color.  As he said, the 18th Assembly District is plagued by violent street crime dominated by African American and Latino youths.  Early grade school intervention, for which the state might help, is key to stemming the problem and reducing future jail populations, he said.  We agree.&#8221;</p>

<p>A coalition of labor and manufacturing groups launched a campaign to make sure this doesn&#8217;t happen again other major projects, including the proposed high-speed rail project.</p>
<p>AC Transit already has revised its procurement policies to buy from American sources.</p>
<p>&#8220;Now I&#8217;m proud to say that we just approved a major bus purchase right here for a company in Hayward called Gillig,&#8221; AC Transit Director-At-Large Joel Young said.</p>

			<content:encoded><![CDATA[<p>Gillig finally won a contract last week from its hometown transportation agency when AC Transit agreed to buy 40 buses from the company for $16.4 million. With more than 100 buses rolling out of the Hayward plant every month, the order was relatively small, but it was a symbolic victory for Mr. Tejeda and other Gillig employees&#8230;.</p>
<p>Gillig, which was founded in 1890 to build horse-drawn carriages, is a throwback to an era when manufacturing was king and American workers stayed in the same jobs for decades. Gillig employees earn an average of $40 an hour in salary and benefits. After 25 years, workers receive an all-expenses-paid Hawaiian vacation for themselves and their families.</p>

			<content:encoded><![CDATA[<p>YOUNG: There&#8217;s a perception out there that Americans will keep getting all of the research and design jobs and that we can send all of the manufacturing work overseas. With modern manufacturing, that&#8217;s a fantasy. Companies need their engineers to be close to the manufacturing site because perfecting the process is just as important as perfecting the design. If we want the value-add work, we need to have a manufacturing base.</p>
<p>China recognized this decades ago. You can&#8217;t have one without the other. That&#8217;s why they invested in their infrastructure and supported their manufacturers. Now they&#8217;re matching us in research-and-development expenditures and awarding far more engineering doctorates than we are.</p>
